EV charging cost in Hong Kong: compare energy, parking and time together

A per-kWh price and a per-minute price cannot be compared without assumptions. Build a complete stop budget, test it at more than one charging speed, and keep the connector and access checks beside the arithmetic.

Write a unit next to every number

kW describes power; kWh describes energy. For a constant rate, energy equals power multiplied by time in hours. A 10 kW average over two hours corresponds to 20 kWh. The word “average” matters: a charger’s advertised maximum is not a promise of sustained delivery to your battery.

CLP’s explanation distinguishes AC charging through the vehicle’s onboard charger from external DC charging and notes that vehicle or battery limits affect speed. Treat the charger label as a compatibility and capability clue, then check the vehicle manual and operator instructions for your own combination.

Add the whole stop, not just electricity

Write a budget with separate lines for energy, charging time, session fees, parking, idle charges and any conditional discount. A discount that requires spending elsewhere is not an unconditional reduction. Record its condition beside the saving rather than subtracting it automatically.

EPD describes public charging as supplementary to home, workplace or other suitable charging arrangements and notes the marketisation of charging in government car parks. A public location should therefore not be assumed free merely because an older guide called it free. Use the current operator and car-park terms.

Compare two hypothetical stops

Suppose you want 20 kWh. Stop A charges HK$3 per kWh and HK$25 per parking hour. At an assumed 10 kW average, charging takes two hours: HK$60 energy plus HK$50 parking, or HK$110. This excludes losses and every other charge, and is an illustration rather than a live tariff.

Stop B charges HK$2 per minute with parking included. At an assumed 40 kW average, 20 kWh takes 30 minutes, costing HK$60. At a 20 kW average it takes 60 minutes, costing HK$120. The apparently simple tariff comparison changes when the speed assumption changes. Neither example establishes what your car will achieve.

Test rounding and the time after charging

Ask whether parking and charging are billed in whole or started blocks, when the billing clock starts and what ends the session. A delay returning to the vehicle may affect a time-based bill even after the useful charging has slowed. Use the operator’s definitions rather than inventing a universal grace period.

Run a second budget with one extra billed parking block and a slower charging average. If that version changes your preferred stop, the plan is sensitive to timing. Keep a compatible alternative that fits the same journey instead of relying on a narrow best-case total.

Check access before relying on the result

Confirm connector, vehicle support, access hours, parking height restrictions, app setup and payment method. A compatible plug on a map does not prove a usable bay is available. Treat any status as dated information, not a reservation.

Save the tariff source and check date with your assumptions. After a real session, compare the receipt with the estimate and identify which assumption changed. That turns one charging stop into a better future budget without presenting a single receipt as a permanent public price.

  • State energy needed and realistic average power.
  • Add parking, billing blocks and conditional charges.
  • Check a compatible fallback and current operator terms.
